Dr. Eloisa Klementich is President and CEO of Invest Atlanta. Previously, Eloisa served as managing director of business development at Invest Atlanta. In this position, she worked to attract new businesses and create initiatives that promoted job growth in Atlanta. Before coming to Invest Atlanta, Eloisa served as special assistant for economic development at the U.S. Economic Development Administration in the Office of the Secretary. She served as California’s assistant deputy secretary for economic development and commerce and has held various roles with city governments, including the consultant for Mexico’s President Vicente Fox, working on best practices for addressing constituent issues and requests. Eloisa holds a bachelor’s degree from Pitzer College and a master’s degree in business administration from el Instituto Tecnologico de Monterrey. She holds two master’s degrees in urban planning and Latin American affairs from the University of California, Los Angeles. She received her doctorate degree in public administration from the University of LaVerne. Eloisa is also active in various business and civic organizations. She serves as a board member for the Latin American Civic Association, Access to Capital for Entrepreneurs, Atlanta Technical College, Atlanta Workforce Development Agency, LaunchPad 2x, Startup Atlanta, and Atlanta Emerging Markets, Inc. A graduate of the Leadership Atlanta Class of 2017, she is also involved with the Women’s Entrepreneurship Initiative, Georgia Economic Development Association, and International Economic Development Council.

Dawn J. Luke is Executive Vice President & Chief Operating Officer at Invest Atlanta and oversees its Community Development, Finance, Information Technology, Human Resources and Investment Services departments. Prior to her current position, Dawn served as Senior Vice President of Community Development and was responsible for providing leadership and strategic direction in the successful execution of a shared vision of comprehensive community development, quality affordable housing, and economic growth in the City of Atlanta’s ten Tax Allocation Districts. Ms. Luke also served as the Managing Director of Housing Finance for five years and was responsible for overseeing the successful implementation of $250M in pivotal affordable housing programs, which served to provide viable housing solutions for Atlanta’s workforce, seniors, disabled, and individuals confronted with homelessness. During her tenure with Invest Atlanta, Ms. Luke also managed and operated the Authority’s multifamily and single-family Housing Bond Portfolio of approximately $1.8 billion and more than 20,000 units of housing. Ms. Luke earned a Bachelor of Arts Degree in Economics from Spelman College and an MBA in International Business from Georgia State University. She currently serves as President Emeritus of the Board of Directors of Georgia Sustainable Communities Alliance (GSCA), Vice President of the Board of Directors for the National Association of Local Housing Finance Agencies (NALHFA), President of the Formation Board of the Southwest Atlanta Partnership, Inc., Board of Directors of Atlanta Land Trust Collaborative, and is an active member of the Enterprise Community Partners Advisory Board.

Rosalind Rubens Newell serves as General Counsel to Invest Atlanta and is responsible for the day-to-day delivery, management and supervision of all legal services provided to Invest Atlanta and its various component entities. She has over twenty-five years of experience in the legal representation of local governments and local government authorities and has represented public entities in the implementation of large economic development projects. Prior to serving as General Counsel for Invest Atlanta, she was Of Counsel with an Atlanta law firm for eight years, and a Deputy City Attorney in the City of Atlanta Law Department for eighteen years. Rosalind earned Doctor of Law and Bachelor of Arts degrees from Emory University. She is a member of various professional and civic associations, including the National Association of Bond Lawyers.

Nino Chiappetta is the Chief Financial Officer of Invest Atlanta. He is responsible for the financial well-being of Invest Atlanta by planning the agency’s financial strategy and providing financial projections and budget planning to support the implementation of key programs. Mr. Chiappetta has more than 20 years of experience leading finance and accounting teams in the construction, logistics, financial services, and security/technology industries. Before serving as CFO for Invest Atlanta, he was the Corporate Controller for Invest Atlanta. Mr. Chiappetta earned a Bachelor’s of Science degree in Accountancy from Northern Illinois University and an Master's of Accounting and Financial Management from Keller Graduate School of Management. He also has an active CPA license.

Wilson leads Invest Atlanta’s strategies around diversity, equity, and inclusion (DEI) and support programs that advance economic mobility across the city of Atlanta to help ensure that all Atlantans are positioned to benefit from economic investments in the city, particularly in disadvantaged communities. Prior to joining Invest Atlanta, Wilson served as the President and CEO of Wilson Capital Management, Inc., where she led business development in Georgia and the Carolinas. Wilson holds over 20 years of experience in business development, diversity strategic plans implementation, and financial services. Before Wilson Capital Management, she owned a boutique consulting firm specializing in DEI efforts and worked in the financial services sector, including serving as a senior vice president at SunTrust Bank. Wilson earned a Bachelor of Arts from Virginia State University and a Masters in Organizational Behavior and Human Resources Development from George Washington University Graduate School of Education and Human Development.

Matt Fogt leads Invest Atlanta’s marketing and communications team, serving as the agency’s primary storyteller and communications strategist. He oversees Invest Atlanta’s digital media, public relations, marketing communications and advertising, and community engagement programs to ensure Atlanta residents, businesses, and economic development stakeholders understand the value of Invest Atlanta to the city and can easily engage with the organization. Matt brings nearly 20 years of marketing and communications experience to the table from prior corporate roles and positions with global communications agencies. He has successfully started and grown high-functioning communications departments and is passionate about bringing together talented, creative people and powerful technology to help drive business results through marketing and communications. Before Invest Atlanta, he was the senior communications director for Applied Systems, a global software company. Earlier, he worked in corporate reputation management and business-to-business roles at Edelman, MSL, Golin Harris and GCI Group. Matt holds a bachelor of arts from the University of Vermont with a dual major in economics and political science.

LaMar is the Senior Vice President of Economic Development at Invest Atlanta. With over 20 years of broad-based experience in real estate, resource stewardship, and economic development strategies, LaMar's professional responsibilities provide complete management and oversight of financial, operational, marketing, and budgetary aspects. LaMar is a native Atlantan and alumnus of Alabama A&M University, graduating with a Bachelor's degree in Finance. Following his undergraduate studies, he went on to receive University of Washington Masters degrees in Social Policy and Public Administration, as well as a Master's of Business Administration from Brenau (GA) University. Civically conscious, LaMar holds board positions from Carlow University, Pittsburgh Opera, and the Urban League of Pittsburgh.
